HOLI-10454: mobile - set runtimeVersion policy to 'sdkVersion'

Rationale: Expo's fingerprinting feature is currently broken, we seem to get a new fingerprint for
almost every (JS) commit. Fixing this seems not straight forward. Until we find the root cause, this
commit will set the runtimeVersion policy to 'sdkVersion' so that development clients should show
all updates as compatible that have been built for the same SDK version.
