HOLI-10941: improve person name search results

Adds the `query_by_weights` search parameter to add a weight to all fields listed in `query_by`. Weights users names x 10 as other fields so that a syntactic match scores way higher than e.g. embedding on a user.

As a result, if you search for a specific name, this will typically be the highest in the result list.
