`geolocation.name` is not guaranteed to be ASCII-only, which causes a
fatal error when it's not. Instead, we can use `place_id`.

The OKUNA graphql URL was static for gcloud deployments and local testing.
Now we configure it by environment, so we can unify the cloud and local
development cases and we can reuse the same docker container for staging
and prod deployments.
